Attorney-Adviser (General)

As an Attorney -Advisor with the Department of the Interior, Office of the Solicitor, Division of General Law, Branch of Acquisitions and Intellectual Property located in Washington, DC, principally serving, on-site, the Interior Business Center (IBC) located at Herndon, VA, your specific duties will include:
Applying the Federal Property and Administrative Services Act, the Federal Acquisition Regulation (FAR), agency acquisition regulations supplements, other regulations, laws, and policies affecting federal procurement, ethical considerations, and good editorial and business judgment when reviewing for legal sufficiency:
(a) source selection plans, solicitations, source selection (award) decisions, and resulting/related contracts for supplies and services, including information technology (IT); (b) other contractual actions, such as modifications to existing contracts, limited source justifications, other determinations and findings, ratifications, and cure and default notices; (c) software and data licenses and research and development-related transactions; (d) grants and cooperative agreements; (e) intra- and interagency agreements; and (f) a variety of other contractual and programmatic actions. Analyzing and interpreting federal statutes, rules and regulations, and other guidance, including program authorities, relating to the authority of contracting and program officials to meet departmental and program goals. Providing on-the-spot legal guidance in the resolution of complex procurement, administrative, and program issues. Conducting legal research and producing opinions and memoranda requiring a high degree of creative legal effort, judgment, and discretion, often harmonizing conflicting positions in areas with little or no precedent, while promoting goals of uniformity, simplicity, and efficiency. Evaluating and advising on contract performance issues, claims, and bid protests and representing the Department in litigation before the Civilian Board of Contract Appeals and the Government Accountability Office. Developing the agency record and legal position. Acting as a liaison with the U.S. Department of Justice in contract and protest litigation at the Court of Federal Claims or on appeal. Basic Qualification Requirements Applicants must be law school graduates with LL.B. or J.D. degrees AND must be an active member in good standing of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico bar. To qualify for a GS-13 applicants must possess at least 3-years of professional legal experience following law school graduation; To qualify for a GS-14 applicants must possess at least 4 years of professional legal experience following law school graduation; For any of the grades indicated above you can substitute one year of experience with any of the following:
have a second professional law degree; OR meet any of the criteria indicated below:
academic standing in top one-third of law school graduating class; graduation with academic honors; significant participation on the law school's law review; significant participation in the law school's moot court competition; significant participation in a clinical legal aid program; significant summer law office clerk experience; or other equivalent evidence of clearly superior achievement. Candidates should have excellent oral communication, writing, research and analysis skills, and the ability to work effectively with other people, and exercise sound judgment. All applicants must meet all qualification and eligibility requirements for the position by the closing date of the announcement.

The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
