As a Human Resources Specialist (Recruitment & Placement) at the GS-0201-11/12, some of your typical work assignments may include:
Performing a full range of staffing and recruitment & placement activities for a wide range of positions in the competitive and excepted service with various work schedules. Researching, interpreting and applying numerous Federal personnel laws, regulations, policies and principles. Preparing job analysis and developing assessments/questionnaires. Preparing vacancy announcements for positions advertised under both Delegated Examining (DE) and Merit Promotion (MP) for geographically dispersed ODA Centers and entering them into the USAStaffing automated application system. Making qualification determinations based on resumes and other information provided and issuing DE and MP certificates to selecting officials. Coordinating with other HR Specialists on staffing activities as well as on related functions such as classification and position management, benefits, employee relations and training and development. Responding to inquiries and providing advice and guidance on recruitment and staffing strategies and/or the hiring process. Completing or reviewing Requests for Personnel Action (SF 52s) for Federal civil service employees and ensures information is correct, complete, and in compliance with applicable regulations and guidelines. IMPORTANT NOTES:
This is a Cadre position, which is a competitive service status position with a full-time seasonal work schedule. Although highly unlikely, depending on the level of disaster activity, you may be placed in a non-duty status if there is insufficient work. This would be extremely unusual and has not occurred in numerous years. Mandatory Overtime:
In order to respond quickly and efficiently to disaster survivors, substantial compensated overtime hours may be required during heightened disaster activity Additional selections may be made from this announcement if identical vacancies occur within 180 days from the closing date. The Office of Disaster Personnel (ODP) is located in the business area of Herndon, VA. It is conveniently located near various eateries and shops and is accessible via public transportation. Selective Placement Factor:
For the GS-12 this position requires that applicants must possess a Delegating Examining (DE) Certificate in order to be considered for the GS-12. Failure to affirm possession of this certificate will render you ineligible for this position. You must show proof of certification. Generally, time in Non-Pay status is not creditable towards the specialized experience requirement listed below. Federal status applicants must meet both Time-In-Grade AND experience requirements by the closing date of this announcement. However, if you have separated from the Federal Government for at least 52 weeks, you are not subject to the Time-in-Grade requirement. Time-In-Grade Requirement:
GS-11:
Must have held grade GS-09 for 52 weeks GS-12:
Must have held grade GS-11 for 52 weeks You may qualify based on experience, education or a combination of both.
Experience:
To receive credit, you must indicate the month and year as well as the average hours worked per week for each employer. Average work hours must be stated on the resume to quantify each period of work experience or that experience will not be credited toward meeting the specialized experience requirement. You must address the specific specialized experience required for each grade level of this position on your resume or application or you will be rated Ineligible for that grade level. GS-11:
To qualify you must have at least 1 full year (52 weeks) of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service that has equipped you with the particular knowledge, skill, and ability to perform successfully in this position. This experience may have been gained in a Non-Federal service position. In addition, this Specialized Experience must demonstrate the following:
Filling a variety of positions by performing two or more of the following functions:
preparing job analyses, inputting or creating vacancy announcements, making eligibility determinations, making qualification determinations, making veteran preference determinations, and developing assessment tools to determine the best qualified applicants (i.e. questionnaires, narrative questions, structured interview questions, etc.); Preparing or reviewing a wide variety of personnel actions for Federal civil service employees such as accessions, promotions, reassignments, awards, etc. and ensuring accuracy of information and compliance with applicable regulations and guidelines; Determining if applicants for Federal civil service positions meet the qualification requirements; AND Responding to HR inquiries from employees and/or applicants. GS-12:

For the GS-12 position requires that applicants must possess a Delegating Examining (DE) Certificate in order to be considered for this position. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
