Supervisory Program Specialist

This Supervisory Program Specialist position is located in the Mission Planning Unit (MPU), Flights Operation Division within Law Enforcement/Federal Air Marshal Service (LE/FAMS), Transportation Security Administration (TSA), Department of Homeland Security (DHS). Duties include but are not limited to:
Serves as a Supervisory Program Specialist in the LE/FAMS, Flight Operations Division, Systems Operation Control Section (SOCS), Mission Planning Unit (MPU) under the direction of a manager. Manages the mission planning process, ensuring that missions are selected, built, and staffed in a timely fashion in accordance with the LE/FAMS Concept of Operations (CONOPS), effectively mitigating risk throughout domestic and international commercial aviation. Conducts quality control checks to ensure strategic goals are met, and missions are built and assigned in accordance with established parameters. Drafts proposed policy and standard operating procedure language for mission Planning -related issues. Reviews policies and procedures drafts for accuracy and assess impact to mission planning. Maintains Mission Scheduling Notification System (MSNS) user accounts and profiles by controlling access and permissions. Provides support for or facilitates resolution to systems issues, either as a liaison to TSA Information Technology (IT), working with IT contractors, or as experienced users with the ability to troubleshoot common problems, or create and authorize workarounds to ensure business continuity. Builds and maintains extensive relationships with field office supervisors to facilitate mission staffing requirements, develop and maintain automated systems, and support LE/FAMS mission and operations. Supervisory responsibilities include but are not limited to:
assigning work and evaluating work performance of team members; coaching and developing subordinates; approving leave; recommending or approving disciplinary actions; resolving personnel issues and administrative procedures, and developing and approving solutions to current and anticipated problems. To qualify for the SV-I Pay Band (equivalent to GS-13), you must have one year of specialized experience at the SV-H or GS-12 in the Federal service or equivalent experience in the private sector. Specialized experience is defined as experience that has equipped you with the knowledge, skills and abilities to successfully perform the duties of the position. Specialized experience is defined as:
Utilizing a Mission Scheduling Notification System (MSNS) to provide travel operational support in compliance with the Transportation Security Administration's policies and procedures; and Identifying and providing resolutions to any scheduling system conflicts (e.g., conflict notifications, special mission coverage requirements, or special events); and Leading a team and/or fostering collaboration among team members. Note:
Credit for experience is given based on a 40-hour workweek. Part-time experience is credited on a part-time ratio, i.e., working 20 hours per week for two months equals one month of experience. No additional credit is given for overtime. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. NOTE:

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
