CONTRACT SPECIALIST

All applicants must meet one of the following:
A 4-year course of study leading to a bachelor's degree with a major in any field. OR 24 semester hours in any combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR Exception:
Employees in the GS-1102 positions will be considered to have met the standard for positions they occupy on January 1, 2000. This also applies to positions at the same grade in the same agency or other agencies if the specialized experience requirements are met. However, employees will have to meet the basic requirements and specialized experience requirements in order to qualify for promotion to a higher grade. (If using this exception to qualify you MUST submit an SF-50 that supports the title, series, and grade occupied on 01/01/00.) AND One year of specialized experience that is equivalent in difficulty and complexity to the GS-09 level in the Federal service. Specialized experience is defined as experience that is in or directly related to the line of work of this position and has equipped you with the knowledge and competencies to successfully perform the duties of this position. Specialized experience for this position includes but is not limited to using formal advertising and negotiated bid procedures sufficient to obtain specialized supplies, equipment, services or construction; negotiating contract prices and terms with contractors; using a range of contract types, such as fixed-price and cost reimbursement and the associated required clauses and special provisions, to plan and carry out the procurement and to recommend award; identifying potential suppliers, assure adequate competition, and evaluate bid responsiveness and responsibility of the bidders; price and cost analysis experience sufficient to review contractor proposals and bids, and to perform analyses using previous price history, commercial price lists, market prices, technical catalogs, or audit reports to assist in determining price or cost reasonableness. OR Three full academic years of progressively higher level graduate education or Ph.D. or equivalent doctoral degree in one or a combination of the following fields:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. OR An equivalent combination of education and experience. For example, 6 months towards progressively higher level graduate education, Ph.D., or equivalent doctoral degree in one or a combination of the following fields is required:
accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management AND 6 months of specialized experience equivalent in difficulty and complexity to the GS-09 level in the Federal service as stated above. You are required to submit your legible unofficial college transcripts from an appropriately accredited educational institution in order to document completion of the educational requirements for this position. The unofficial transcripts must be legible and include your name, major, school name/location, course title/number, date completed, grade, number of credits earned, and degree(s) conferred. In the case that your transcripts do not show that a degree was conferred, you may submit your unofficial transcripts AND a copy of your degree certification. If selected, official transcripts will be required prior to establishing an entrance on duty date. Transcripts must be submitted with your application by the closing date of this announcement. A written test is not required. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.

Don't Be Fooled

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
