Financial Specialist

This is a full-time position located within the U.S. Department of the Interior, National Park Service (NPS), Accounting Operations Center (AOC), Receipts and Debt Management Team, in Herndon, VA. The AOC is the centralized financial headquarters of the NPS and provides a variety of services to the NPS units, program offices, employees, contractors, and customers/vendors. The purpose of this position is to analyze and evaluate financial data to better track and assist NPS management in the efficiency and effectiveness of managing and budgeting their financial accounts. The position also assists higher graded financial analysts, accountants and other bureau financial management employees in providing accounting and financial management services to the NPS. At the full performance level (GS-09) the major duties of this position include, but are not limited to the following:
1. Participates in the planning and performance of financial management studies that involve the analysis of various accounting and administrative processes, i.e. budgetary, procurement, reimbursable agreement, debt management and property management functions in support of internal controls and management excellence. 2. Provides technical advice, interpretations, and recommendations on established procedures and manuals to improve the efficiency and effectiveness of the financial operations and internal controls. 3. Reviews and enters a variety of information and accounting data into financial systems timely and accurately. 4. Analyzes and examines financial data, accounts, process flows and reports to identify and resolve abnormal transactions, errors, and/or discrepancies in support of various accounting functions and customer needs. 5. Plans, organizes, performs duties and completes assignments in compliance with Federal and organizational guidelines, policies, legal and regulatory requirements. 6. Maintains, reconciles, researches and closes accounts involving a variety of transactions and supports month end and year end closing. 7. Prepares financial reports and statements timely and accurately and maintains effective working relationships with the internal and external customers The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval. Minimum Qualification Requirements:
To qualify for this vacancy, you must meet the specialized experience requirements for the grade level you are applying in order to be considered for this vacancy. Applicants must meet A, B, or C. GS-09 A. To qualify for the GS-09 level, all applicants must possess at least one full year of specialized experience equivalent to at least the GS-07 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equips the applicant with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. Specialized experience is defined as
Experience:
1) reviewing, entering, analyzing and reconciling financial information and/or accounting data for validity, completeness and accuracy on work assignments encompassed in accounts receivable and/or collections and deposit functions; 2) following instructions and utilizing specific procedures to perform a full range of financial and accounting duties in accordance with legal and statutory requirements; 3) responding to internal and external customers regarding financial operations and/or accounting-related issues and/or inquiries; and 4) generating and/or downloading financial system reports and/or files for reconciliation to support month-end, year-end closing, customer and management needs. B. Have a master's or equivalent graduate degree from an accredited college or university or 2 full years of progressively higher level graduate education leading to such a degree, or a .LL.B. or J.D., if related. The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
